Not sure you've heard of this yet but looks to be 60% EU4 / 30% CK2 / 10% Vicky

Basically it's EU but with 4 tiers of pops and more in-depth character mechanics [which means much better internal management than rebel stomping].
ie:
If your general is too charismatic/wins too many battles then troops will bind to him. If he has too many troops then he might just rebel and march on your capital.
likewise governors can be loyal/disloyal/etc
