GW have never made sense, they will sell out of that model cause people are stupid.

you can buy 21 chaos cultists from gw for $58 all plastic, or you can get 5 terminators for 60, all plastic... nothing makes sense.

To give GW some credit [in this case] they probably use some form of ABC (activity based costing)... the initial setup of plastic models is probably huge and in the case of the Primarch it would have spread over significantly fewer models.

(Though the story-wise why a Primarch would be anywhere near a WH40k scale battle is a bit silly.)
